Idea for PolicyStat Editor - Default Numbered List

@Denny Chlebek Thanks for your questions! Your idea of static unique identifiers should be added to AHA as a new idea. Our team continues working on the Read Only Links for the new UI. This is a planned feature that is in-process, so no new idea in AHA is needed.
